Public procurement in this study is considered as a multi-level system of interrelated categories, the functioning of which should ensure the development of a sustainable financial system for the subsequent achievement of maximum efficiency in the use of budget funds at the local and central levels. Also in this study, the problems arising in the implementation of public contracts in the Republic of Moldova are considered, proposals are presented to improve the efficiency of public procurement financing in the context of ensuring the stability of the entire national financial system.Item Analiza procedurii de evaluare a ofertelor şi atribuire a contractelor de achiziţii publice(CEP USM, 2023-07-24) Coreţchi, BorisIn this article, the procedure for evaluating tenders for awarding contracts in the public procurement procedure is analyzed, as well as the contracting procedure for low-value procurement and public procurement that exceed the values stipulated in the law. Its purpose consists in the efficient use of public money, so that there is an optimal ratio between quality and price by satisfying the public interest and developing the living environment of the community. At the same time, public procurement represents a domain favorable to fraud which erodes its state in different dimensions. In the same context, the public procurement compliance audit addresses the extent to which the public entity (contracting authority) complies with the issued regulations identified as criteria in the given subject, presenting findings in the estimation and planning of public procurement, as well as the award, execution stages and monitoring procurement contracts.Item CLAUZE DE SUSTENABILITATE ÎN LEGISLAȚIA NAȚIONALĂ ȘI INTERNAȚIONALĂ CU PRIVIRE LA ACHIZIȚIILE PUBLICE(CEP USM, 2022-05-20) Cojocaru, Maria; Manta, OtiliaThe paper addresses the issue of sustainable public procurement in terms of sustainability clauses and their role in achieving the 2030 Sustainable Development Goals. The aim of the research was to analyze the sustainability clauses in the national legislation of different countries around the world. To achieve this goal, the author identified, systematized, and analyzed the GPPD World Bank database. From the analysis performed, the author concludes that the lifetime cost criterion is most frequently applied. At the same time, the mapping of the national legislation of the Republic of Moldova allowed us to find that the national legal framework allows the integration of sustainable procurement principles, which justifies the need to adopt a public procurement system model, focusing on 2030 sustainable development objectives.Item ACHIZIȚIILE PUBLICE DURABILE - FACTOR IMPORTANT AL GESTIUNII EFICIENTE A BANULUI PUBLIC(CEP USM, 2022-05-20) Ulian, Galina; Cibotaru, Irina-ȘtefaniaThis article examines the issues of efficient management of public funds through the application of sustainable public procurement. A large share of the acquisitions in European countries is public procurement, the state being a major consumer. Efficient management of public money can be achieved through sustainable public procurement, taking into account additional factors for obtaining social, environmental and economic benefits. In 2016 the Republic of Moldova, having ratified the Government Procurement Agreement of the World Trade Organization, has begun the introduction of the sustainable component to reduce the impact on the environment. Research results show that sustainable public procurement contributes to streamlining the management of public money.Item АНАЛИЗ КЛЮЧЕВЫХ ОБЛАСТЕЙ ДЛЯ ИМПЛЕМЕНТАЦИИ КОНЦЕПТА УСТОЙЧИВОСТИ В СЕКТОРЕ ГОСУДАРСТВЕННЫХ ЗАКУПОК В РЕСПУБЛИКЕ МОЛДОВА(Издательский дом ХОРС, 2021) Каприян, Юлия; Толмачева, Ирина; Скутару, АлександрВ работе обозначена необходимость осуществления государственных закупок, проведен анализ основных составных частей, общих механизмов имплементации устойчивых государственных закупок и тех инструментов, которые были имплементированы на территории Республики Молдова. При этом указаны ключевые области процесса имплементации устойчивых государственных закупок. Осуществлен анализ сектора государственных закупок в стране, определена непосредственная доля госзакупок в ВВП, оцениваются динамика роста ВВП, увеличение расходов национального публичного бюджета и объем госзакупок в целях выявления текущих тенденций и направлений, перспективных для внедрения тех или иных аспектов устойчивости. Кроме того, в статье авторы уделяют внимание проблемам реализации стабильных государственных закупок на основании исследования нормативно-правовой базы соответствую- щего сектора в Республике Молдова.Item ANALYSIS OF THE PERCEPTION OF SUSTAINABLE PUBLIC PROCUREMENT IN THE REPUBLIC OF MOLDOVA USING DATA MINING TECHNOLOGIES(CEP USM, 2022) Apetrii, Natalia; Covalschi, TatianaAwareness of the importance of sustainable public procurement requires the search for the best solutions to strengthen the practice of public procurement in the Republic of Moldova. However, before that, it is important to assess the perception of sustainable public procurement in public institutions and authorities at the current stage in the Republic of Moldova. This research is concentrating on the analysis of this perception by using the questionnaire method and by processing of answers using data mining technologies. Following the analysis of the processed data, it was found that there is no single perception regarding the understanding of the concept of sustainable public procurement in public institutions and authorities in the Republic of Moldova.
