Abstract
The article analyses the European Union as a global actor involved in the promotion of human rights, democracy, the rule of law and peace. The evolution of the EU from an economic project of sectoral cooperation into an advanced political and legal union has led to the consolidation of a normative and institutional architecture focused on the protection of human dignity, freedom, equality and justice. The research highlights the legal foundations of the Union’s action, especially the Treaty on European Union, the Charter of Fundamental Rights and Article 21 TEU, which establishes the promotion of human rights and democracy as principles of EU external action. The article examines the main instruments through which the EU projects its values internationally: human rights dialogues, democratic clauses in external agreements, the global sanctions regime, election observation missions, cooperation with international organisations, financial support for civil society and educational programmes such as Erasmus+. Particular attention is paid to the Republic of Moldova, as an example of a partner state where the EU supports democratic reforms, institutional resilience, human security and education for democracy. The article concludes that the European Union remains one of the most important global promoters of human rights, but its credibility depends on the coherence between its declared values and the actions undertaken in external policy.
