Item Valorificarea factorilor rezilienței societale în procesul de adoptare a strategiilor și programelor în Republica Moldova(Editura USM, 2024) Prsăcaru, VeronicaThe basic objectives of the research consisted in: a) making a synthesis of the publications dedicated to societal resilience and, in particular, to its determining factors; b) diagnosing the orientation towards related fac-tors in the process of developing strategies and programs to increase societal resilience in the Republic of Moldova. In order to achieve the predetermined objectives, the following research methods were applied: bibliographic study, analysis, synthesis, opinion poll, generalization. As a result of the research, an average level of capitalization on the societal resilience factors was found in the process of developing strategies and programs in the Republic of Moldova, which indicates an average effectiveness of the strategies and programs adopted to increase the societal resilience. Thus, we deduce the need for measures aimed at the detailed diagnosis of each societal resilience factor through the prism of its constituent elements; orientation towards the full utilization of societal resilience factors at each phase of the strategic decision-making process; the periodic evaluation of public opinion regarding the quality of the adoption of strategies and programs to increase societal resilience in order to carry out operative procedural interventions and, in this way, to increase the impact of the adopted strategies and programs.Item UNELE ASPECTE PRIVIND REGLEMENTAREA INTERNAŢIONALĂ A COMBATERII TERORISMULUI(CEP USM, 2024) Sîli, VitalieTerrorism, being a dangerous social phenomenon that attacks the most important social values in the state, through the diversity and scale of the attacks, frequently endangers the order, stability and even the security of some states or regions. The international community, aware of the increased social danger of this kind of antisocial and illegal behavior, proceeded to the adoption of normative documents through which it tried to create a minimally necessary legal basis. In this article, an analysis of the evolution of international and regional regulations in the field of combating terrorism is carried out. Particular attention is also paid to the main ideas presented in the examined legal acts. Although we recognize the importance of adopting the examined international documents, we still note that until now there are a number of gaps and unexplained or poorly elucidated topics, which, in our opinion, should be further investigated and regulated accordingly.Item PARTICULARITĂȚI ALE RĂSPUNDERII JURIDICE CIVILE A ALESULUI LOCAL(CEP USM, 2024) Bordian, MarianaIn this study, we aim to elucidate the particularities of the civil liability of the local elected, on the basis that if the state delegated to it certain major, essential and fundamental competences, it is necessary to determine the specific characteristics of the civil liability of the local elected. in relation to citizens’ consultation and the resolution of local issues of particular interest, the conditions for civil legal liability in case of non-compliance or violation of legal provisions were also to be clearly established. We have used quantitative and qualitative methods to analyze the conditions of civil liability in general and the civil liability of the local elected, in particular by studying the legal framework and judicial practice. The method of bibliographic research based on which we studied the doctrine of the institution of civil liability and the conditions of its occurrence for the local elected. In the result of the study, we concluded that the legal provisions regarding the liability of the local elected are not sufficiently clear, concrete and predictable, but one of the basic principles of a legal norm is predictability.Item EDUCAȚIA PRAGMATICĂ – PREMISĂ A UNEI SOCIETĂȚI PROSPERE(CEP USM, 2024) Bogatu, EugeniaWe believe that the idea of an analytical approach in which the validity of the approach regarding pragmatic education is subject to scientific research is justified in the current conditions and context for the Republic of Moldova. What we want to show in this scientific approach is the validity and actuality of the approach regarding the nature of a pragmatic education. Fundamental to our approach is the analysis of methodological strategies from the perspective of social and educational pragmatism. We believe that the idea of a pragmatic education, a dynamic education where intuition, recourse to tradition, and innovation can be found in equal measure, is essential and fundamental for a truly functional society. Pragmatic education fits perfectly into the proper context of social pragmatism. The pragmatic nature of education is about the smooth running of things in an open, truly functional society where good social practices abound. Taking into account some educational, implicitly social paradoxes encountered in the Republic of Moldova, pragmatic education would naturally and essentially contribute to the development of society. The social context always generates a certain type of education in society.Item RĂZBOIUL ȘI EMERGENȚA NOII ORDINI MONDIALE(CEP USM, 2024) Gorincioi, IuliaThe article presents the emerging world order, anticipated by many complex events and poised to decisively reconfigure itself, as the war in Ukraine turns into a frozen conflict. War as a social phenomenon is presented both as an instrument of international law and as a danger of international disorder. It is demonstrated that in order to restore a new world order, it is necessary to conclude a balance of power and the repositioning of the elites. The correlation between the international order and the world order is analyzed. One of the countries with a difficult word to say in the future being China, its emergence as a superpower is justified. The author is of the opinion that, even under the conditions of globalization, or because of them, the new world order can only be a bipolar one.Item CONSTITUIREA STRUCTURILOR PENTRU PROMOVAREA POLITICII EXTERNE ÎN MOLDOVA ȘI ACTIVITATEA DIPLOMAȚILOR MOLDOVENI(CEP USM, 2024) Roman, AlexandruThis analysis is devoted to the investigation, based on the documentary and bibliographical sources of the contribution of Moldovan diplomats from the modern period (in particular Nicolae Milescu Spataru, Antioh Cantemir, Al. Scarlat Sturza, Petru Comendant, etc.) to the process of regulating inter-state relations between different states. Through their prodigious work these diplomats from Moldova became known in various countries in Europe and Asia. In this article are analysed some aspects of the complex process of international conflicts origins in South-East Europe in correlation with the history of the Moldova medieval state foundation and its international affirmation. There are also the genesis and the historic evolution of interstatal conflicts of the carapto-ponto-danubian region in time and space, as well as the practices of conflictual situation settlement in this region.Item REFERENDUMUL – FORMĂ DE EXERCITARE A SUVERANITĂȚII NAȚIONALE(CEP USM, 2024) Zaporojan, LiviaReferendumul reprezintă o formă de exercitare directă a suveranității, care poate fi constituțional, legal sau consultativ. Cele mai importante, înalte și supreme probleme de exercitare a suveranității pot fi exercitate prin referendumul constituțional, care în Republica Moldova, conform normelor adoptate de Parlament prin legi organice permit revizuirea Constituției. Revizuirea Constituției prin referendum, în raport cu normele constituționale ce reglementează revizuirea Constituției, pot ridica probleme privind constituționalitatea unor astfel de revizuiri. Suveranitatea fiind o formă de exercitare de popor a puterii de stat, poate fi suveranitate politică, de stat, a poporului, a organului de stat, a puterii de stat, a dreptului. Suveranitatea națională în Republica Moldova, conform normelor constituționale, poate fi exercitată în mod direct și prin organele reprezentative.Item SPAȚIUL INFORMAȚIONAL AL REPUBLICII MOLDOVA SUB PRESIUNEA POTENȚIALULUI MANIPULATIV AL PROPAGANDEI STRĂINE(CEP USM, 2024) Peru-Balan, AureliaÎn contextul actual al confruntărilor geopolitice, dezinformarea și propaganda au devenit instrumente esențiale pentru influențarea opiniei publice și subminarea stabilității în țările vizate. Republica Moldova este un exemplu unde aceste tactici sunt utilizate intensiv. În acest studiu de caz ne propunem să examinăm narativele propagandiste care sunt diseminate in spațiul informațional autohton și modul în care Republica Moldova își consolidează reziliența informațională pentru a contracara aceste fenomene și pentru a menține ordinea și stabilitatea în țară.Item PROMOVAREA REFORMEI SECTORULUI PUBLIC PRIN ANALIZA MECANISMELOR SOCIALE(CEP USM, 2024) Iațco, MarianaThis article assesses to what extent the analysis of social mechanisms as conceptual elements provides an improved theoretical understanding of organizational reform processes in the public sector. The main questions can be formulated as follows: are social construct mechanisms for a certain form of theoretical understanding of the processes of reform of the public sector, and, complementary to other theories used to study such processes. The article, first of all, addresses defining issues, then appeals to the review of the scientific literature on the analysis of social mechanisms for the study of public sector reform processes. Then the adequacy of the analysis of social mechanisms is assessed, and the use of this approach was examined through contrasting explanations based on social mechanisms and institutionalist accounts of public sector reforms.Item FACTORII DE INFLUENȚĂ A PERCEPȚIILOR PRIVIND SECURITATEA PENTRU REPUBLICA MOLDOVA(CEP USM, 2024) Bevziuc, VictoriaThe Republic of Moldova faces a series of security challenges that exert significant pressure on its stability and development. In a continuously changing regional and global context, these challenges represent not only concrete threats but also factors that can substantially influence the perception of security at both individual and collective levels. In this chapter, the author aims to analyze and closely examine these security challenges within the specific context of the Republic of Moldova and assess their impact on the perception of security among the population. The exploration covers various dimensions of these challenges, ranging from military and geopolitical threats to cyber, economic, and social risks, providing a comprehensive perspective on the complexity and seriousness of this phenomenon.
