Abstract

The article analyses the hybrid management of the European Union’s external borders, focusing on the relationship between freedom of movement, border security, the role of European agencies and the protection of fundamental rights. The Schengen area is one of the most important achievements of European integration, as the abolition of internal border controls is balanced by a common system of external border management. At the same time, recent crises - the 2015 migration crisis, the COVID-19 pandemic, the Russian Federation’s aggression against Ukraine and the intensification of hybrid threats - have demonstrated the vulnerabilities of the Schengen system and the need for strengthened cooperation among Member States, EU institutions and agencies such as Frontex. The research examines the legal framework of integrated border management, the Schengen Borders Code, the Frontex Regulation, the role of the European Border and Coast Guard, cooperation with third countries, including the Republic of Moldova, and the accountability problems generated by the hybrid nature of border administration. The article underlines that the effectiveness of border control cannot be separated from respect for the rule of law, the right to asylum, the principle of non-refoulement and mechanisms of democratic oversight. It concludes that the hybrid management of external borders must be strengthened through transparency, institutional accountability, fundamental rights protection and balanced operational cooperation between the European and national levels.
