Abstract

The influence of security culture on strengthening the information resilience of intelligence services in the context of hybrid threats refers to the process of identifying, assessing, and managing threats, disinformation, and cyberattacks targeting information networks. Such threats or risks may originate from a wide range of sources, including strategic management errors, accidents, and natural disasters. Information security threats and data-related risks, together with the strategies for managing and mitigating them, have become a key priority for intelligence services. Consequently, security culture is examined as a foundation of information security and defense, with emphasis on leadership, education, and organizational behavior. Resilience is presented as a strategic necessity, structured across technical, operational, human, and organizational dimensions. The interdependence between the two concepts is demonstrated through examples and practical recommendations. Therefore, a risk and hybrid-threat management plan includes strategies for strengthening capabilities and identifying control mechanisms for hybrid threats, highlighting the importance of continuous evaluation and interdisciplinary research in the field of security.
