Abstract

Public safety is a common intangible „good” delivered by the state that benefits or should benefit everyone, regardless of race, age, religion, ethnicity, political vision, membership in a group or minority. It is an indispensable and natural state of human nature, which, knowing no fear, can procreate and develop.The state and level of public security is not always linked to the economic and social development of the state. Moreover, the ability to anticipate and operate ex-ante as one or more crises affect national security becomes vital for all states, including developed ones, or, as we have seen, no one is exempt from their occurrence.The mechanisms and ways of guaranteeing the sense of security that is indispensable to the state of common coexistence have evolved over time, and today more and more reflections appear on what awaits us in the future. Questions like – what are the threats and risks that target us all, how will we face them, what should be our common response, make the concepts of personal safety and public safety vital topics for all of humanity.
