Abstract
The purpose of public policy evaluation is to research the political administrative
means applied to solving social problems that allow the achievement of
the assigned objectives. The approach focuses on the instrumental rationality analysis of
policy process factors to improve action in each of the new cycles or phases of public
policy. Scientific evaluation in current times is still conditioned by the factors of science,
bureaucracy and democracy, but it is also necessary to think about how to improve its
instrumentality and even overcome them. The times we already live in, characterized by
complexity, diversity/fragmentation and dynamism, involve uncertainties that require
new perspectives or rethinking paradigms.
