    În acest studiu sunt apreciate politicile publice în contextul asigurării securității umane și sociale în condițiile statului democratic contemporan. Omul contemporan se confruntă permanent cu noi condiții de existență, care actualizează multiplu teoria alegerii raționale. După declanșarea războiului din Ucraina de către Federația rusă, tematica se curității, inclusiv a securității umane și a celei sociale, în această regiune, este plasată în categoria prioritate strategică. Războiul a acutizat numeroase crize, care au afectat existența popoarelor europene. În acest context sporește importanța politicilor publice, prin care instituțiile statului susțin cetățenii, îi ajută să-și satisfacă necesitățile/nevoile primare. În concluzie, autorul menționează că un popor, un stat de dimensiunile Republicii Moldova se poate afirma, îşi poate păstra originalitatea, identitatea, suveranitatea doar în condiţiile utilizării raţionale a potenţialului resurselor umane, mai ales a celor intelectuale şi creative. În acest context, este necesară implicarea specialiştilor, profesioniştilor în soluţionarea problemelor, este necesară socializarea intensă a funcţionarilor publici, a angajaţilor în toate structurile sistemului social.

    Military security is the implementation of military policy and characterizes the state of realization of a country's national interest in the military domain and is a guarantee of its defense against military threats and external aggression. Ensuring the military security of the Republic of Moldova is impossible without consolidating the global and regional stability, as well as without maintaining the defense capacity at the level that would allow the prevention of military conflicts and the response of any form of external aggression. The Republic of Moldova is strengthening its security, with NATO support, and international cooperation, based on innovation, research, capacity building, and the exchange of knowledge, in order to ensure human security and respond to emerging security challenges.

There are many other aspect of human security such as economic, food, environment or health security. Human security can also be used to look into personal, community and political security. There are presented the links between human security and the national security, development and external politics, and also the peace keeping process.

    POLITICI DE ASIGURARE A SECURITĂȚII UMANE

    Human security involves ensuring the protection of individuals taken individually, but also as a social whole. This is possible by ensuring the living conditions, the fundamental needs of the human person. Thus, individual security is based on strategic benchmarks that highlight the purpose of educating, training and developing the fundamental qualities and virtues of the person, in order to prepare him to face the risks and threats of the near security. Namely, these benchmarks are the basis for strengthening the mechanisms for ensuring human security at the beginning of the 21st century. The optimization of the management of the human security sector aims to strengthen the social welfare by raising the level of security of the person and human communities, including from the Republic of Moldova, focused on respecting and promoting the interests and needs of the human individual, and the security interests of the state becoming subsidiary, derived , but also inferior as a priority to the security of the citizen, but with a higher degree of achievement than in the past.
