This „represents a unitary, coherent and comprehensive policy document that describes the vision, purpose, objectives, actions and resources necessary for the process of improvement/transformation of the public administration in the Republic of Moldova. At the same time, the analysis of the Strategy reveals conceptual problems that affect its quality and risk compromising the achievement of the intended objectives. In part, it is about the transversal inconsistency regarding the regulation of the dimensions/components of the Strategy, but also the lack of a coherent vision regarding the reform of the public administration based on the decentralization of power according to the principle of subsidiarity.
