    THE USE OF THE INTERNET BY TERRORIST ORGANIZATIONS

    This article examines the multifaceted ways in which terrorist organizations utilize the Internet for malicious purposes. It highlights the global expansion of the Internet and its impact on the spread of terrorist activities. Key areas of focus include propaganda, recruitment, radicalization, funding, training, planning, execution, and cyber-attacks. The study underscores how terrorists exploit the anonymity and vast reach of the Internet to disseminate extremist ideologies, attract new followers, and organize their operations. Special attention is given to the targeting of vulnerable and isolated groups, particularly minors, who are susceptible to radicalization due to psychological factors such as anger, humiliation, and isolation. The article also discusses the methodologies used in the research, including descriptive, systemic, structural-functional, and behavioral approaches, providing a comprehensive analysis of the online strategies employed by terrorist groups. The findings stress the necessity for coordinated global efforts to counteract the use of the Internet for terrorist purposes.

    SOME REFLECTIONS ON THE CONCEPT OF TERRORISM IN INTERNATIONAL LEGISLATION

    After the end of the bipolar conflagration, there were several cardinal transformations of the model of world order and international security architecture. Thus, in the post-bipolar period, the understanding of international security issues underwent essential changes, given that the main threat to peace and security shifted from nuclear arms to international terrorism. It should be noted that this scourge has undergone numerous transformations, becoming a global threat by the end of the 20th century: from a local phenomenon, terrorism has become a transnational one. The tragic events of September 11, 2001, as well as numerous other terrorist attacks in recent years, have demonstrated that the growing risks and consequences of terrorism cannot be ignored. The article will highlight the issue of the definition of terrorism in international legislation.

    UNELE ABORDĂRI CONCEPTUALE ALE TEMATICII TERORISMULUI

    Articolul este consacrat studierii definiției terorismului ca fenomen social multilateral, periculos în esența sa. Sunt analizate diferite abordări ale definiției și percepției terorismului în literatura științifică. Analiza științifică a acestei problematici extrem de complexe denotă că există o multitudine de interpretări ale tematicii terorismului și diverse definiții în domeniu. În literatura tematică științifică sunt argumentate cele mai diverse interpretări ale tematicii terorismului și abordări științifice ale analizei lui, fiind identificate o serie de probleme de natură teoretică generală și științifică. Dificultățile în elaborarea unei paradigme legale general acceptate la nivel internaţional a terorismului constă în complexitatea și multiaspectualitatea fenomenului, care reprezintă un sistem în proces de dezvoltare continuă. Diferenţele în abordările conceptuale ale terorismului se explică prin deosebirile dintre sistemele sociale şi statale, prin existenţa diferitor şcoli şi prin complexitatea obiectului de reglementare aflat la intersecţia diferitor ramuri ale dreptului și științelor politice.

    SOME CONSIDERATIONS ON EUROPEAN SYSTEM OF COMBATING TERRORISM: IMPLICATIONS FOR THE REPUBLIC OF MOLDOVA

    In the article, the author comprehensively analyzes the European system of combating terrorism. For decades, Europe has suffered from various forms of terrorism. The formation of the legal framework for countering the various manifestations of terrorism has become more active in Europe immediately after the Second World War. Today the international organizations are also actively involved in the fight against terrorism. It should be noted the efforts of the Council of Europe, the EU, the OSCE and the CIS in the field of combating and preventing terrorism. First of all, they have adopted a number of regional international legal instruments that define the parameters of cooperation of the states in the fight against international terrorism. In this context and regarding the fact that the terrorist organization "Islamic state" (IS) mentioned Moldova among the 60 countries, which it considers its enemies, the problem of the terrorism prevention on the territory of Moldova and the international cooperation of our country in the fight against terrorism becomes increasingly relevant.
