Rolul comitetului reprezentanţilor permanenţi (Coreper) în procesul decizional comunitar

Abstract

Данная статья подтверждает значимость Комитета постоянных представителей стран Европей- ского союза (COREPER) в ходе принятия решений и анализа основных задач, которые сосредоточены в основном на подготовке работы Совета Европейского Союза и исполнения порученных мандатов. Хотя COREPER не является учреждением Европейского союза, он постепенно завоевал автори- тет и незаменимое место в разработке и принятии европейских решений. COREPER занимает центральное место в процессе принятия решений в рамках европейского сообщества, в то же время он является форумом для диалога (между постоянными представителями и между властью представленной страны), а также органом осуществления политического контроля (поскольку устанавливает руководящие принципы и осуществляет надзор за работой группы экспертов). COREPER несет ответственность за оказание помощи в Совете Европейского Союза в рассмотрении предложений или проектов документов, представленных в Комиссии на этапе предварительных переговоров. This article comes to revealing the importance of the Committee of Permanent Representatives of the European Union (COREPER) in the process of making committee's decision and analysis of its main tasks which mostly focuses on the preparing of the work of the Committee and executing mandates given to her. Although it is not an institution of the European Union, COREPER has gradually gained authority and irreplaceable position in the development and adoption of community's decisions. COREPER occupies a central position in making Community’s decision, being in the same time a forum for dialogue (between the Permanent Representatives, the representatives of the states) and a body that exercises political control (by the fact that sets guidelines and oversees the work of expert groups). COREPER is responsible for assisting the Council of the European Union in resolving proposals or draft instruments submitted by the Commission, at the level that involves preliminary negotiations.
