Abstract
The development of the e-licensing concept represents a new stage in the licensing
system in the Republic of Moldova, in this sense the diversification of legal relations and
the permanent modernization of the legal framework regarding the way of obtaining li-
censes, also generates a series of practical questions. The e-licensing service was created
with the aim of eliminating bureaucracy and facilitating the licensing procedure for certain types of business. The idea of promoting and developing the concept of e-government
dates back to 2006, when Government Decision no. 733 of 26.06.2006 on the Concept of
e-government. According to the nominated decision, the basic objective of an e-government is primarily to ensure the citizen’s access to official information, as well as the pro-
vision of services through electronic means for citizens and the business environment. In
this sense, the logic of creating such a service is to ensure a faster and more convenient
delivery of the licensing service for applicants for this service, the idea of promoting a licensing method through e-licensing, allows the development of a licensing mechanism in
the Republic of Moldova that would ensure a balance between public interest and private
interest, the public interest being protected by supervision by licensing authorities of certain areas, and the interest the private sector of entrepreneurs is ensured by eliminating
various burdensome procedures and saving time for obtaining.
