dc.description.abstractPolitical instability, pre- and post-election changes, delayed decision-making, fluctuating commitments to sensitive reforms, changing government priorities, capacity and institutional constraints have critically affected the implementation of the program supported by development partners in the Republic of Moldova. This article elucidates a balanced picture of the efforts of development partners in the modernization processes in our country. The analyzed context allows us to conclude that the results of the contribution of development partners are more efficient, when the political context in the Republic of Moldova is favorable, internal capacities are strong, and the initiatives have clear objectives for the development of programs in the country.en
