ŞEFUL DE STAT – GARANŢII DE REALIZARE A MANDATULUI: CONCEPT TEORETICO-PRACTIC

Abstract

The function of the head of state, independently of the form of government and the type of political regime, include realization of some general and national interests.As used here, incompatibilities and immunities of the Republic President are the guaranties of the presidential mandate, being an individual leadership political institution but not personal benefits of incumbent persons. The guaranty of not degeneration to the dictatorship of the leader promotional party and correspondingly the establishment of the despotism is the incompatibility of the presidential functions with the party membership.
