AUDITUL DE GEN A POLITICILOR PUBLICE LOCALE APROBATE DE CONSILIUL MUNICIPAL CHIȘINĂU

Abstract

Promovarea continuă și sistematică a principiului egalității de șanse între femei și bărbați este o preocupare relativ recentă pentru Republica Moldova. Demersurile întreprinse de țara noastră, începute odată cu proclamarea independenței, legate de armonizarea legislației la standardele internaționale și europene, prevederile comunitare privind egalitatea de șanse și egalitatea de tratament între femei și bărbați sunt semnificative, dar nu suficiente. Egalitatea de gen este un principiu fundamental care promovează egalitatea în drepturi, oportunități și responsabilități între femei și bărbați în toate aspectele vieții sociale, economice și politice. Politica publică, indiferent de domeniul său de intervenție (infrastructură, sănătate, educație, servicii etc.), vine să răspundă nevoilor unui grup de populație specific, format din femei și bărbați. Acest articol sintetizează rezultatele auditului de gen al politicilor publice aprobat de Consiliul Municipal Chișinău. Auditul de gen realizat constă în evaluarea măsurii în care dimensiunea de gen este integrată (instituționalizată) în politicile publice aprobate la nivel local. Obiectivul pe care l-am urmărit constă în analiza documentelor de politici publice locale prin prisma integrării dimensiunii egalității de gen, identificarea deficiențelor și provocărilor existente, precum și în formularea de recomandări pentru îmbunătățirea politicilor, astfel încât documentele de politică, activitățile și metodele de lucru pentru a ține seama în mod egal de interesele bărbaților și ale femeilor.The continuous and systematic promotion of the principle of equal opportunities between women and men is a relatively recent concern for the Republic of Moldova. The steps taken by our country, started with the proclamation of independence, related to the harmonization of legislation to international and European standards, the community provisions regarding equal opportunities and equal treatment for women and men are significant, but not sufficient. Gender equality is a fundamental principle that promotes equal rights, opportunities and responsibilities between women and men in all aspects of social, economic and political life. Public policy, regardless of its field of intervention (infrastructure, health, education, services, etc.), comes to respond to the needs of a specific population group, which consists of women and men. This article summarizes the results of the gender audit of public policies approved by the Chisinau Municipal Council. The conducted gender audit consists in evaluating the extent to which the gender dimension is integrated (institutionalized) in the public policies approved at the local level. The objective we pursued consists in the analysis of local public policy documents through the lens of the integration of the gender equality dimension, the identification of existing deficiencies and challenges, as well as the formulation of recommendations for the improvement of policies, so that the developed policy documents, activities and working methods to take equal account of the interests of men and women.
