REGIUNILE DE DEZVOLTARE ȘI IMPORTANȚA ACESTORA ÎN PROCESUL DE INTEGRARE EUROPEANĂ ȘI IMPLEMENTARE A POLITICII DE DEZVOLTARE REGIONALĂ

Abstract

Politica de dezvoltare regională în Republica Moldova este asociată cu simpla identificare și implementare a proiectelor de investiții din Fondul Național de Dezvoltare Regională și Locală. În Uniunea Europeană, dezvoltarea regională este o politică și un mecanism de implementare a politicii de coeziune, care vizează identificarea oportunităților și opțiunilor pentru reducerea dezechilibrelor de dezvoltare. Un statut special au și regiunile de dezvoltare din statele membre ale Uniunii Europene, organizarea lor fiind reglementată de Regulamentul (EC) No 1059/2003, acestea fiind unități de comparare a nivelului de dezvoltare teritorială în țările UE, in- diferent de forma de organizare teritorial-administrativă. Unul dintre cele mai importante roluri ale regiunilor de dezvoltare este și acela de a oferi oportunități de acces și exploatare a Fondurilor Structurale oferite de Uniunea Europeană. Mecanismul de calcul al resurselor financiare din Fondurile Structurale Europene se bazează pe gradul de dezvoltare al regiunilor, estimat din Produsul Intern Brut Regional la nivelul NUTS II.Regional development policy in the Republic of Moldova is associated with the simple identification and implementation of investment projects from the National Fund for Regional and Local Development. In the European Union, regional development is a policy and a mechanism for the implementation of cohesion policy, aimed at identifying opportunities and options for reducing development imbalances. The development regions in the Member States of the European Union also have a special status, their organisation being governed by Regulation (EC) No 1059/2003, which lays down the rules for the management of a Nomenclature of Territorial Units for Statistics (NUTS), these being units for comparing the level of territorial development in the EU countries, regardless of the form of territorial-administrative organisation. One of the most important roles of the development regions is also to provide opportunities for accessing and exploiting the Structural Funds offered by the European Union. The mechanism of calculation of the financial resources form the European Structural Funds are based on the degree of development of the regions, estimated from the Regional Gross Domestic Product at NUTS II level.
