REFLECȚII ASUPRA TITULARILOR DREPTULUI CONSTITUȚIONAL LA UN NIVEL DE TRAI DECENT

Abstract

The study is focused on a brief review of the holders of the constitutional right to a decent standard of living, expressly enshrined in the constitutional norms. It is about the citizen and his family. A distinct attention is paid to the qualities that the citizen can have as the holder of this right, namely those of: employee; retired; unemployed; sick; not valid; disabled person; old man etc. It goes without saying that depending on the concrete quality of the citizen, the state’s assurance of the right to a decent standard of living will include different social policies and their implementation mechanisms.

Studiul este axat pe o trecere succintă în revistă a titularilor dreptului constituțional la un nivel de trai decent, consacrați expres în normele constituționale. Este vorba despre cetățean și familia acestuia. O atenție distinctă se acordă calităților pe care poate să le aibă cetățeanul ca titular al acestui drept, și anume celor de: salariat; pensionar; şomer; bolnav; invalid; persoană cu dezabilităţi; bătrân etc. Este de a sine clar că în funcție de calitatea concretă a cetățeanului, asigurarea de către stat a dreptului la un nivel de trai decent va cuprinde diferite politici sociale și mecanisme de implementare a acestora.
