Abstract

Purpose of the article: This article examines the experience of European Union member states in implementing administrative-territorial reforms, with a focus on the models adopted, the factors determining their success or failure, and the lessons applicable to countries at the early stages of reform. Drawing on a comparative analysis of selected cases (France, Poland, Germany, etc.), the study highlights common trends and significant differences in European approaches. Methodology: The study is grounded in a comparative analysis of several relevant cases from European states, such as France, Poland, and Germany. This method is employed to identify both the common trends and the significant differences among the approaches applied in these countries. Conclusions: Based on the research conducted, it can be concluded that: there are diverse models of administrative-territorial reform; the success or failure of these reforms depends on political, economic, and institutional factors; valuable lessons can be identified that may serve as guidance for other states undertaking similar processes. Originality: The originality of the article lies in its comparative perspective, the critical analysis of the determining factors, and its practical relevance for countries undergoing reform.
