Abstract
Public broadcasting operates within a framework defined by both European and national legislation, which establishes its mission, principles, and core values. Among the fundamental principles are autonomy, editorial independence, commitment to public service, transparency, pluralism of opinion, non-discrimination, promotion of public debate, social responsibility, and universal access to information. These values are designed to ensure that public broadcasters serve the interests of society as a whole, rather than political or commercial agendas. This study examines the extent to which the management of the public company Teleradio-Moldova—and in particular its television branch, TV Moldova 1—adheres to these fundamental principles. By comparing the institutional model prescribed by law with the realities of daily practice, the analysis aims to reveal how effectively the broadcaster fulfills its role as a genuine public service media institution.
