Abstract

The current geopolitical context in Eastern Europe, marked by instability and recurring crises, highlights the structural vulnerabilities of transition states, particularly in relation to socially inactive youth. This group, often marginalized at the institutional level, represents a latent source of systemic risk with direct implications for social cohesion, fiscal sustainability, and democratic participation. The article provides a theoretical and empirical analysis of the mechanisms of institutional exclusion of young people in Romania and the Republic of Moldova, demonstrating the need for a paradigm shift in public policy. In a fragile geopolitical environment, characterized by economic crises, migration, and regional security tensions, the absence of effective youth policies amplifies the structural vulnerabilities of Eastern European states. Through a qualitative-comparative methodology, supported by official statistical data, policy documents, audit reports, and case studies, strategic recommendations are formulated concerning investment in community support infrastructure, the digitalization of services, the involvement of young people in decision-making processes, and the integration of inclusion into the architecture of democratic resilience.
