dc.description.abstractResponsibility to Protect is an emerging concept in international public law, developed after international community failed to act in Rwanda and Kosovo. It aims to extend protection to others and to a state’s own population and to prevent mass atrocities. Under this norm, states must protect and support the UN in establishing peace and safeguarding human rights. This paper explores justifiable application, limits, and controversies of the norm.en
