ROLUL E-GUVERNĂRII ÎN MODERNIZAREA ADMINISTRAŢIEI PUBLICE LOCALE

Abstract

The electronic governance/e-governance is part of the local public au- thorities reforming process by being applied the digitalization and the new in- formation management techniques, process that aims at increasing the degree of the citizens political participation and making efficient the administrative body. It is based on two sides: interaction between government, other public institutions with local public authorities and the interaction of local authori- ties with the citizens through electronic means. The information of the public authorities and the citizens about the law projects that are discussed, the opin- ions issuance, their comments, tax payment by the contributors, submitting online complaints and petitions, represent efficient means that are made avail- able by the state in order to exercise the fundamental rights of the citizens. The electronic services represent a more efficient and cheaper alternative, which allow to the local authorities and the government to be closer to the citizens and adapt to their requirements. The electronic governance provides the citi- zens with the possibility to submit applications online and to get personalized services. The citizen gets the possibility to request the solution of an issue as quick as possible without being committed to know the institution that is responsible for, the decision-making levels, the complexity of administrative halls and the database that were accessed. The application of e-governance al- lows the reevaluation of local public institutions attributions at administrative level form information prospective, the estimation being oriented toward the improvement of the structures, provides services and local public administra- tion reformation.
