| dc.description.abstract | The events that had happened in the time of Persian Gulf conflicts the first one in 1991 and the second in 2003 put under a doubt the trustworthiness of UN, especially its main organs, General Assembly, Security Council and Secretary-General, because of their passive attitude in these two world crisis periods. Particularly, the Security Council has retreated from the main responsibility for the maintenance of peace and international security, provided by art.24 of UN Charter. Concerning the Secretary-General it may be noticed that he had made strange and unclear attempt of recognizing of what had happened. | en |
