REFORMA SERVICIILOR SOCIO-MEDICALE ÎN CONTEXTUL INTEGRĂRII REPUBLICII MOLDOVA ÎN UNIUNEA EUROPEANĂ

Abstract

În acest articol, autorii și-a propus să analizeze și să studieze cum integrarea Republicii Moldova în Uniunea Europeană ar putea contribui la îmbunătățirea serviciilor socio-medicale: prin accesul la finanțare și asistență tehnică din partea UE, adoptarea și implementarea standardelor și practicilor europene, cooperarea și schimbul de bune practici cu statele membre ale UE. Reforma sistemului de asistență socială „RESTART” își propune soluționarea a patru probleme: managementul defectuos, inegalitatea teritorială, legătura dintre cost și calitate, resursele umane. Autorii au analizat obiectivele reformei care sunt: moderniza rea structurii administrative și a mecanismelor de finanțare; dezvoltarea profesională a personalului din sistemul de asistență socială; crearea unui sistem informațional integrat pentru date fiabile despre persoanele vulnerabile. Au trasat niște concluzii vizavi de reforma dată.In this article, the authors aimed to analyze and study how the integration of the Republic of Moldova into the European Union could contribute to the improvement of socio-medical services: through access to funding and technical assistance from the EU, the adoption and implementation of European standards and practices, cooperation and exchange of best practices with EU member states. The reform of the “RESTART” social assistance system aims to solve four problems: poor management, territorial inequality, the link between cost and quality, human resources. The authors analyzed the objectives of the reform, which are: modernization of the administrative structure and financing mechanisms; professional development of staff from the social assistance system; creating an integrated information system for reliable data on vulnerable people. Conclusions were drawn regarding the given reform.
