Abstract

Authors examine the methodology to research Moldova's first Collective Impact initiative in childcare reform, applying the six conditions for systems change framework to assess its effectiveness in mobilizing and coordinating key stakeholders within the national child protection system. The research methodology adopts a mixed methods approach and includes individual interviews with experts to capture the unique experiences of the specialists involved, documentary analysis to examine secondary data and Outcome Harvesting to assess the results of the interventions. This approach provides opportunities for a holistic evaluation of the CI initiative, revealing practical lessons and challenges encountered as well as enabling development of recommendations for further implementation.
