Abstract

Climate change poses serious environmental challenges, threatening ecosystems’ ability to regenerate and maintain balance. It also hinders sustainable development by increasing the frequency and severity of extreme events such as floods and droughts. An analysis of Moldova’s legal and regulatory framework, aligned with EU Directives, highlights the need for a coherent set of measures to strengthen public authorities’ capacity to adapt to flood risks. This adaptation requires a dual approach.First, a national system for hydrometeorological monitoring and early warning must be developed, along with strengthened institutional capacity for its effective management. Second, an Integrated Water Resources Management (IWRM) model should be implemented in five key river basins. This would support knowledge accumulation, rehabilitation of vulnerable hydrotechnical infrastructure, and stronger local stakeholder involvement.Together, these measures aim to build a robust framework of knowledge, infrastructure, policies, and legal tools that will enhance the state’s long-term ability to manage extreme rainfall and reduce flood-related risks, including human and material losses.
