Abstract

This paper explores the distinctive features of human resource management within state-owned enterprises, which concurrently address the imperatives of financial development and social responsibility. The main objective is to identify the key challenges and opportunities in managing human resources in the public sector. Through a comparative approach with private enterprises, the research highlights significant differences resulting from regulatory constraints, bureaucratic structures, and limited managerial autonomy. The results emphasize that effective HR management in the public sector requires a stronger focus on employee motivation, transparent recruitment processes, and continuous professional development. Furthermore, aligning human resource strategies with institutional goals is essential to improving organizational performance and reinforcing public trust.
