Disparități în structura bugetelor locale din regiunea de sud a Republicii Moldova [Articol]

Abstract

This paper examines the structure of local budgets in the South Region of the Republic of Moldova, highlighting territorial disparities in financial autonomy and resource distribution in 2024. Using comparative analysis based on official financial data, the study identifies significant differences in the share of own revenues and the extent of reliance on interbudgetary transfers across districts and between urban and rural areas. The findings reveal a prevalent dependency on state transfers, with own revenues constituting only 25% of total revenues in the region. The research emphasizes the need to enhance the local fiscal base and improve the efficiency of resource allocation to reduce regional imbalances and strengthen local financial autonomy.
