Abstract

This study outlines the general concept of torture prevention as a legal and insti¬tutional safeguard for persons deprived of liberty. It briefly examines the core preventive mechanis¬ms, including procedural guarantees, the role of detention monitoring bodies, and the importance of accountability in cases of abuse. The analysis highlights how prevention of torture contributes to the protection of the right to liberty and security, particularly in the context of custodial measu¬res. The approach emphasizes that preventive practices not only deter ill-treatment but also stren-gthen the rule of law and the integrity of the justice system. The main objectives are: (1) to identify core elements of the prevention of torture, and (2) to highlight its relevance in protecting the right to liberty and security. The study uses normative and comparative methods to examine relevant legal frameworks and institutional practices. It briefly analyzes preventive mechanisms such as procedural safeguards, detention monitoring bodies, and accountability systems. The results show that prevention contributes to the guarantee of the right to liberty and security.
