DIMENSIUNEA CORELATIVĂ DINTRE INSTITUȚIILE SOCIETĂȚII CIVILE ȘI DEZVOLTAREA COMUNITĂȚII LOCALE

Abstract

Relația dintre instituţiile societăţii civile şi dezvoltarea comunităţii locale este examinată astăzi întâi de toate din perspectiva implicării reprezentanţilor sectorului asociativ în acţiuni de dezvoltare locală. Această relaţie este bazată pe anumite norme şi valori ce reies din obiectivele organizaţiilor (in)formale ale societăţii civile, dar şi pe cultura, tradiţiile existente în comunitate, care nu pot fi trecute cu vederea, ci, din contra, dezvoltate pentru binele societăţii. De altfel, la analiza corelaţiei dintre instituțiile societății civile și dezvoltarea comunității locale ne-am propus: să identificăm care sunt instituţiile societăţii civile ce formează comunitatea civică (teoria lui R.Putnam); să examinăm atribuţiile cetăţenilor membri ai unor structuri din sectorul asociativ şi ale celor care sunt independenţi atunci când interacţionează în societate; să evidenţiem cât de deschise şi cooperante sunt instituţiile societăţii civile în procesul dezvoltării comunităţii locale şi să argumentăm ce rol (pozitiv, negativ sau neutru) au instituţiile societăţii civile în soluţionarea problemelor sociale, economice şi/sau culturale din cadrul comunităţii.The relationship between the civil society institutions and local community development is firstly examined today from the perspective of involving the associative sector representatives in local development actions. This relationship is based on certain norms and values that derive not only from the objectives of (in) formal civil society organizations, but also from the culture, traditions that characterize a community and cannot be omitted but, on the contrary, developed for the benefit of the society. Moreover, in analysing the correlation between the institutions of civil society and the development of the local community, we intended to identify the civil society institutions that form the civic community (R. Putnam's theory); to examine the attributions of citizens who are members of some associative sector structures and those who are independent when they interact in society; to highlight how open and cooperative are the civil society institutions in the process of local community development and to argue what role (positive, negative or neutral) the civil society institutions have in solving social, economic and/or cultural problems within the community.
