caracterul politic, contractual al capitulaţiilor, istoriografia sovietică şi rusă contemporană au negat şi neagă vehement acest caracter al capitulaţiilor
, considerate doar privilegii comerciale acordate de sultani unor state

ăine sau care garantau anumite drepturi supuşilor străini în Imperiul
Otoman. În pofida acestui fapt, surse documentare ruseşti din primele decenii ale secolului al XVIII-lea atestă că Poarta a acordat şi Rusiei capitulaţii –
acestea erau textele de confirmare a păcii din partea padişahului otoman.
The study shows that unlike Russian historiography until 1917 and Western historiography, which recognized and recognize the political and contractual nature of the capitulations, the Soviet and contemporary Russian historiography denied and vehemently denied this character of capitulations, considered only commercial privileges granted by sultans to foreign states or to guarantee rights for foreign subjects in the Ottoman Empire. Despite this fact, Russian documentary sources from the first decades of the 18th century attest the fact that the Sublime Gate also granted capitulations to Russia – these were the peace confirmation texts from the Ottoman Padishah.
