Experiența mondială arată că instituția Ombudsmanului este un mecanism eficient de umanizare a puterii executive. Creată ca o autoritate publică independentă, care să asigure garantarea respectării drepturilor şi libertăţilor fundamentale ale omului de către autorităţile publice centrale şi locale, instituţii, organizaţii şi întreprinderi, indiferent de tipul de proprietate, asociaţiile obşteşti şi persoanele cu funcţii de răspundere de toate nivelurile. Avocatul parlamentar este autoritatea care favorizează echilibrul dintre autorităţile publice şi societate, contribuie la apărarea drepturilor omului prin prevenirea încălcării acestora şi repunerii în drepturi.World experience shows that the institution of the Ombudsman is an effective mechanism for humanizing the executive power.
