Controlul civil democratic asupra Forțelor Armate în contextul securității naționale a Republicii Moldova [Teză]

Abstract

Scopul studiului: cercetarea factorilor ce asigură eficiența mecanismului de control civil democratic asupra FA în contextul securității naționale a Republicii Moldova. Obiectivele cercetării: sistematizarea studiilor științifice relevante referitoare la problematica controlului civil democratic asupra domeniului militar în vederea identificării evoluției conceptuale și a abordărilor controlului civil democratic în societatea contemporană; identificarea dimensiunii politico-juridice, a aspectelor conceptual-teoretice şi metodologice de cercetare a formelor de manifestare a controlului civil democratic asupra domeniului militar; delimitarea practicii internaționale de organizare a controlului civil democratic asupra FA; determinarea rolului instituțiilor puterii de stat şi din sectorul asociativ în sistemul controlului civil democratic; reliefarea instituționalizării controlului civil democratic în contextul reformei FA ale Republicii Moldova; examinarea direcțiilor de realizare a controlului civil democratic asupra FA ale Republica Moldova. Noutatea și originalitatea științifică: studierea complexă, multidisciplinară a controlului civil democratic asupra FA, care, în funcție de modelul implementat, poate afecta pozitiv securitatea națională și dezvoltarea democratică a societății; elaborarea recomandărilor pentru îmbunătățirea procesului dat în Republica Moldova în baza determinării și caracterizării condițiilor ce eficientizează controlul civil democratic al Forțelor Armate în contextul securității naționale. The purpose of the research: research concerning the factors that ensure the efficiency of the democratic civilian control mechanism over the Armed Forces in the context of the national security of the Republic of Moldova. Research objectives: to systematize the relevant scientific studies related to democratic civilian control over the military domain, in order to: identify the conceptual evolution and approaches of democratic civilian control in contemporary society; detect the political-legal dimension, conceptual-theoretical and methodological aspects of research of the forms of manifestation of democratic civilian control over the military; delimitation of the international practice of organizing democratic civilian control over the Armed Forces; determining the role of state power institutions and the associative sector in the system of democratic civilian control; highlighting the institutionalization of democratic civilian control in the context of the reform of the Armed Forces of the Republic of Moldova; examining the directions of achieving democratic civilian control over the Armed Forces of the Republic of Moldova. The scientific novelty and originality: complex, multidisciplinary study of democratic civilian control over the armed forces, which, depending on the implemented model, can positively affect national security and the democratic development of society; development of recommendations for improving the given process in the Republic of Moldova based on the determination and characterization of the conditions that make democratic civilian control of the armed forces more efficient in the context of national security. Цель исследования: исследовать факторы, обеспечивающие эффективность механизма демократического гражданского контроля над ВС в контексте национальной безопасности Республики Молдова. Задачи исследования: систематизация актуальных научных исследований, связанных с проблемой демократического гражданского контроля над вооруженными силами, с целью выявления концептуальной эволюции и подходов к демократическому гражданскому контролю в современном обществе; определение политико-правового измерения, концептуально-теоретических и методологических аспектов исследования форм проявления демократического гражданского контроля над вооруженными силами; разграничение международной практики организации демократического гражданского контроля над ВС; определение роли институтов государственной власти и ассоциативного сектора в системе демократического гражданского контроля; выделение институционализации демократического гражданского контроля в контексте реформирования ВС Республики Молдова; рассмотрение направлений внедрения демократического гражданского контроля над ВС Республики Молдова. Научная новизна и оригинальность: комплексноe, междисциплинарноe исследованиe демократического гражданского контроля над вооруженными силами, который, в зависимости от внедряемой модели, может положительно повлиять на национальную безопасность и демократическое развитие общества; на основе определения и характеристики условий, обеспечивающих эффективность демократического гражданского контроля над вооруженными силами в контексте национальной безопасности, разработка рекомендаций по совершенствованию данного процесса в Республике Молдова.
