IMPACTUL STRATEGIEI DE DEZVOLTARE A POLIȚIEI PENTRU ANII 2016–2020. ANALIZĂ ŞI CONCLUZII

Abstract

Poliția din Republica Moldova în ultimii ani a trecut prin ample procese de transformare menite să asigure modernizarea și dezvoltarea acesteia, astfel încât cetățenilor să le fie oferite servicii de calitate prin asigurarea unui climat adecvat de legalitate în domeniul ordinii și securității publice. În special, acest proces a fost marcat de Strategia de dezvoltare a poliției pentru anii 2016–2020 (SDP) și Planul de acțiuni privind implementarea acesteia. Implementarea Strategiei a fost realizată cu Suportului bugetar oferit de către UE, fără de care nu ar fi fost posibilă realizarea acestui deziderat. La fel, toți actorii implicați au sesizat faptul că Poliția națională are ambiția și deține capacitățile necesare, de continuare a implementării angajamentelor asumate, iar asigurarea sustenabilității și durabilității investițiilor realizate pentru perioada imediat următoare, după finalizarea asistenței externe, reprezintă o altă provocare pentru instituție. Aprobarea unui nou document de politici care să descrie viziunea de dezvoltare de mai departe, reprezintă una din garanțiile suplimentare ce indică preocuparea și interesul autorității publice centrale pentru amplificarea impactului pozitiv înregistrat pe această dimensiune. Implementarea Strategiei este un salt calitativ în dezvoltarea Poliției, astfel, încât astăzi Poliția națională este mai bine instruită și echipată, responsabilă, eficientă, transparentă și profesionistă.In the last years the Police of the Republic of Moldova has gone through extensive transformation processes meant to ensure its modernization and development, so that citizens are offered quality services by ensuring an adequate climate of legality in the field of public order and security. In particular, this process was marked by the Police Development Strategy for the years 2016–2020 (PDS) and the Action Plan on its implementation. The implementation of the strategy has been carried out with the budgetary support provided by the EU, without which it would not have been possible to achieve this goal. Likewise, all the actors involved have noticed that the National Police has the ambition and has the necessary capabilities to continue the implementation of the commitments undertaken, and ensuring the sustainability of the investments made for the next period, after the completion of the external assistance, represents another challenge for the institution. The approval of a new policy document describing the further development vision is one of the additional guarantees that indicates the concern and interest of the central public authority to amplify the positive impact in this domain. The implementation of the Strategy is a qualitative leap in the development of the Police, so that today the National Police is better trained and equipped, responsible, efficient, transparent and professional.Durant ces dernières années, la Police Moldave a subi de vastes processus de transformation visant à assurer sa modernisation et son développement afin que les citoyens se voient offrir des services de qualité en assurant un climat approprié de légalité dans le domaine de l’ordre public et de la sécurité. En particulier, ce processus a été marqué par la Stra- tégie de développement de la police pour les années 2016-2020 (SDP) et le plan d’action pour sa mise en њuvre. La mise en њuvre de la stratégie a été réalisée avec le soutien budgétaire fourni par l’UE, sans lequel il n’aurait pas été possible d’atteindre cet objectif. De même, tous les acteurs impliqués ont noté que la Police Nationale est focalisée et est capable de continuer à mettre en њuvre les engagements pris, et assurer la pérennité et la durabilité des investissements réalisés pour la prochaine période, après l’achèvement de l’aide extérieure, est un autre défi pour l’institution. L’approbation d’un nouveau document politique décrivant la vision du développement ultérieur est une garantie supplémentaire qui indique la préoccupation et l’intérêt de l’autorité publique centrale à amplifier l’impact positif dans ce domaine. La mise en њuvre de la stratégie est un niveau important dans le développement de la police, de sorte qu’aujourd’hui la police nationale est respectivement mieux formée et équipée, responsable, efficace, transparente et professionnelle.Полиция Республики Молдова в последние годы прошла через обширные процессы трансформации, направленные на ее модернизацию и развитие, с тем чтобы гражданам предоставлялись качественные услуги путём обеспечения адекватного климата законности в области общественного порядка и безопасности. В частности, этот процесс был отмечен Стратегией развития полиции на 2016–2020 годы (СРП) и Планом действий по её реализации. Реализация Стратегии осуществлялась при бюджетной поддержке, предоставленной ЕС, без которой не удалось бы достичь цели. Все вовлечённые стороны отметили, что национальная полиция имеет необходимые возможности для продолжения взятых на себя обязательств для обеспечения устойчивости и долгосрочности инвестиций, сделанных после завершения внешней помощи. Утверждение нового стратегического документа, обеспечивающего дальнейшее видение развития, является одной из дополнительных гарантий, свидетельствующих о заинтересованности государства в усилении положительного воздействия в этой области. Реализация Стратегии является важным скачком в развитии Полиции, так что сегодня национальная Полиция лучше подготовлена и оснащена, ответственна, эффективна, транспарентна и профессиональна.
