    In this article, legal and social problems concerning the relation between deviance and sanction are analyzed within the 712-XVth law. A particular attention has been given to problems regarding the offence and its social and ethical consequences. Thesis and other sights are being addressed from the point of view of human rights respect in the context of European integration.

    Statusul constituțional al cetățeanului în procesul electoral contemporan

    Drepturile și libertăţile omului, libera dezvoltare a personalităţii umane reprezintă valori supreme și sunt garantate de Constituţia Republicii Moldova (art.1, alin.(1). Printre drepturile fundamentale constituţionale un rol decisiv оl joacă dreptul de vot, dreptul de a alege, ca pвrghie democratică de exercitare directă a suveranităţii naţionale. Tocmai din aceste motive organizarea și desfășurarea alegerilor constituie piatra de temelie a cristalizării statului de drept și democratic оn baza principiilor separaţiei puterilor оn stat, legalităţii și legitimităţii puterii.

    Sistemul politic şi societatea civilă: definiţii, realităţi şi tendinţe

    The paper analyzes the political system that is the result of consequencens in the political activity of citizens and it is embodied in various institutions that are endowed either only with purely political activities (political parties and social movements), or with static and political activities (Parliament, Head of State, Government and the State itself, „institution and institutions”). Simultaneously in the paper is analyzes the problems and constraints for the development the political system and civil society in the contemporany Republic of Moldova and the perspectives of solving these problems.
