The existence and realization of law is one of the compulsory conditions of public order. Order constitutes the main condition of social cohesion, being determined by the existence of normative systems and mechanisms of bringing into life their content. Illegal behaviour is an obstacle in gaining the final targets of law and it attracts all the time the realization of proper sanctions. Behaviour represents this way only the initiation of the process of realization of repressive legal norms. The realization of legal norms is obtained only though legal behaviour, but the content and character of legal actions differ, finding expression in different aspects, which gives us the right to differ a number of forms of realization of law.
