Item Implementarea acordului de asociere Republica Moldova – Uniunea Europeană în domeniul învățământului superior(CEP USM, 2022-05-16) Zaharia, Virginia; Pozneacova, VeronicaIn 2014, it was signed the Association Agreement between the Republic of Moldova and the EU. It provided the set of the complex measures that should be implemented in the Higher Education field. These measures refer to the standards of education’s evaluation, accreditation of educational programs, reform of the vocational and university education system, implementation of the lifelong learning concept, and implementation of international projects in education. Implementing the Association Agreement between the Republic of Moldova and the EU in education determined the adoption of several primary and secondary normative acts. We examined the National Action Plans for implementing the Association Agreement Moldova – EU in 2014-2016, 2017-2019, establishing the evolutions of the reforms in education. In this study, we aimed to determine the Association Agreement’s provisions in high education, to analyze the positive obligations assumed by the Republic of Moldova, and to examine the normative provisions by which our state realized these obligations.Item Veronica. Fiecare om are vocație la instruire și educare, dreptul care configurează această vocație nu poate lipsi din numărul drepturilor fundamentale și din aceste considerente schimbările, care s-au produs în Republica Moldova după proclamarea independenței, duc la elaborarea unei noi politici educaționale și a unui cadru de bază pentru justificarea și promovarea reformei sistemului de învățământ.Item LOCUL DREPTULUI LA ÎNVATĂTURĂ ÎN SISTEMUL DREPTURILOR FUNDAMENALE ALE OMULUI(2015) Nichita, RodicaProblemele dreptului la învățătură din Republica Moldova capătă o importanță deosebită în contextul reformării sistemului economic și politic, modernizării tuturor sferelor vieții sociale moderne. Pentru a face față provocărilor care stau în fața țării noastre, sunt necesare noi abordări privind conținutul dreptului la învățătură și nivelul de educație și de investiții în „capitalul uman”. Aceasta va contribui la dezvoltarea proceselor inovaționale, din Republica Moldova . Devine evident faptul că o prioritate incontestabilă a procesului de modernizare a țării constă în formarea unui nou sistem de relații în domeniul educației. Un astfel de proiect complex presupune investirea în comun a resurselor financiare și consolidarea efortului uman, al asociațiilor obștești și al statului, în scopul obținerii educației necesare pentru formarea unei personalități integre libere și pregătirea acesteia pentru viața socială. Nucleul noului sistem educațional ar trebui să fie dreptul fundamental la învățătură, stabilit în art.35 din Constituția Republicii Moldova, care necesită să fie supus unui studiu multilateral, în strânsă legătură cu alte drepturi fundamentale ale omului.Item ORGANIZAȚIA NAȚIUNILOR UNITE ȘI DREPTUL LA ÎNVĂȚĂTURĂ(2016) Nichita, RodicaThe fundamental right to education it is provided in a variety of international documents. Each ONU document, dedicated to human rights, contains rules which relate to the right to education. We can say that the right to education has become a compulsory norm and conventional international law. Because of differences present in some countries in the approach to human rights first and second generation, the content of the right to education is sometimes not fully reflected in universal international acts. Overall, international documents determines guarantees free primary education fully ensures protection against discrimination, as well as lay down the duties state in achieving appropriate to individual requirements.Item DE CE TRANZIȚIA LA STANDARDE DE ORDINE ȘI SECURITATE PUBLICĂ SUNT PE AGENDA INSTITUȚIILOR DE INVĂȚĂMÂNT ?(CEP USM, 2022-05-16) Ciobanu, RodicaGiven that we assign to higher education an important role in training the skills of future professionals, then standardisation may be explored as a tool for sharing theoretical knowledge, designed and accessible to support the development of practice. Change, transition, and reform are dependent on the human factor, that is willing to transfer the knowledge, and the existing good practices into realities translated into state policies, action plans and development strategies. The objective of this article is to highlight the benefits that can be brought about by an educational process in accordance with the standards of efficiency, performance and quality, as well as detailing some key aspects that make legal education a facilitating factor in the transition to standards of order and security acknowledged and promoted at European level. The contextualisation of three major topics: transition, standards and education is carried out in the context of a strong preference for the modernisation of the Republic of Moldova, in the hope of a significant impact through time, in particular for ensuring security, order and protection of citizens.
