    Riscurile sunt ubicui – securitatea trebuie să fie acum şi aici

    The paper outlines the roadmap concept for joint research on the constants of ensuring the individual’s security in times of transitions and social reform by determining the standards to increase the effectiveness of national security mechanisms. In order to explain the research milestones, relevant topical issues of current security challenges and vulnerabilities are referred to. At the same time, the focus is placed towards the individual’s security, to provide a long-term boost of cross-sectoral research into the adjustment processes of the national regulatory framework to the European one, and how security guarantees would facilitate the increase of the nexus between citizens and authorities. Consequently, using a diversified methodology, it aims to: - define security standards in line with the individual’s needs to forecast the security risks; - define indicators to guarantee an adequate security environment or security balance; - define the interactions that will increase the effectiveness of the protection and security mechanisms.

    Some comparative law aspects of citizenship legislation in the Republic of Moldova and Romania

    With a Romanian historical and cultural background, with a common futu- re within the Euro-Atlantic bodies, Romania and the Republic of Moldova continue the effort of democratization and harmonization of national legislation with the community acquis, the amendments and adaptations also targeting legal procedures and technical conditions for their fulfilment. The electronic certificate, the collection of biometric data, the reduction or, where appropriate, an increase in the processing time for applications for naturalization or recognition of citizenship are elements which are or will be part of the legislation on citizenship in the Republic of Moldova and Romania.

    Abordări conceptuale cu privire la cetăţenie prin prisma protecţiei diplomatice a naţionalilor în dreptul internaţional public şi asigurarea drepturilor omului

    The institution of diplomatic protection serves for certain essential purposes to the international community, representing a right of the state to act by diplomatic and peaceful means in order to protect the interests of its citizens abroad, who have been prejudiced or their fundamental rights have been violated. In the area of diplomatic protection, the link to citizenship implies the involvement of several elements, including the attribution of citizenship as the connection between the individual and the state (birth or naturalization). Public international law operates in two ways of acquiring citizenship: the acquisition of the nationality by birth and the derived acquisition, such as the acquisition of citizenship of a state on demand, or the acquisition of citizenship in the case of successions of states. For the purpose of diplomatic protection, birth and naturalization - are generally accepted and sufficient links for granting citizenship.

    CONSTITUȚIA ROMÂNIEI DIN 1923: SURSĂ DE MODERNIZARE ȘI DEZVOLTARE CREATOARE A CONSTITUȚIONALISMULUI

    100 years ago, on 26 and 27 of March, the adoption of the Constitution of Romania set modern standards and legal norms, being very advanced and democractic in many aspects during interwar period. Romania was defined as a unitary and indivisible national state, with an inalienable territory. With these evaluation criteria, The 1923 Constitution of Romania became Romania’s visiting card. In this historical context, today we celebrate important national democratic values, which have prevailed despite totalitarian and authoritarian experiences. At the same time, the scientific conference is organized in honor of academician Ion Guceac. We take this opportunity to express our most sincere congratulations to one of the most well-known and outstanding scholar in the area of his expertise, the Constitution and constitutionalism.

    The legal nature of the citizenship represents a distinct compartment, within the constitutional doctrine, of the exposition of citizenship as a status or legal condition of a person. The article will bring arguments in favour of the causal link between the legal nature of citizenship and the right to regain citizenship by recognition in general, and in the case of regaining Romanian citizenship by Moldovan citizens in particular.

    THE NORMATIVE AND VALUES DILEMMAS RELATED TO THE GOVERNMENT-CITIZEN RELATIONSHIP DURING THE PANDEMIC

    The article outlines a part of the research findings carried out using a complex methodological framework, designed to assess the current social context of the Republic of Moldova, and aims to identify the governance modernization challenges. It reflects the assessment of the relationship between authorities and citizens during the pandemic crisis and demonstrates the relevance of value-normative foundations for the social construction. The preference for interdisciplinary methodology facilitated the structuring of the research in several basic compartments: the first one reflects in a synthetic formula the theoretical-methodological framework of analysis and the formulation of the working hypothesis, followed by the substantiation and support of the authors' positions on the basis of pragmatic and normative-value arguments, and concluded with generalizations that provide a platform for scientific debate with a view to pursuing further approaches on the subject of the impact of crises on the social framework and the need for spiritual foundations in human perpetuation. © 2021 PROUniversitaria Publishing House.     DREPTUL DE VOT ÎN ERA GLOBALIZĂRII: LEGALITATE ȘI LEGITIMITATE

    In a state of the rule of law and democracy, the man is no longer the object of governing and the people of the country bear and hold the national sovereignty of the political power of the state. The existence of the sovereignty has the state law mechanism, the election, namely the right to choose as a legal and legitimate basis. Under current conditions of globalization and travel to different countries, new technologies for exercising the right to vote, including electronic voting are required. Thus, the issue of the legality of the technology application is under discussion in order to ensure the legality and legitimacy of the electronic voting. In this paper we aim to discuss the issue of ensuring the secrecy of voting as one of the principles of exercising the right to vote, as well as ensuring the freedom of vote.
