    The concept of human rights is known in the sense of fundamental and inalienable rights essential to the human being. The development of human rights on the international level is a innovation in modern international law. The promotion and encouragement of respect for human rights and fundamental freedoms for all without distinction as to race, sex, language or religion is listed in Article 1 of the UN Charter as one of the goals of the United Nations Organizations. Human rights on the universal level are reflected in the provisions of the Universal Declaration of Human Rights passed by the UN General Assembly on 10 December 1948, in the 1966 Covenants and more than 40 international documents. In the field of human rights the United Nations in 1946 set up a Commission on Human Rights to promote international human rights. In 2006 the Commission on human rights have been eliminated and replaced it a new body with modified membership rules known as the Human Rights Council. The human rights conception is a dynamic process reflected in the elaboration of documents at universal and regional level and its implementation.
