    Securing the ukrainian children’s refugees´ right to education: main barriers and challenges

    The full-scale invasion of Ukraine forced many children to flee their country and look for a safe harbour abroad. Once a safe shelter was found, the Ukrainian families looked for ways to secure their children’s right to education. Although many efforts have been made to facilitate their access to this right, many barriers and challenges persist. On one side, the host countries’ barriers, along with the Ukrainian family’s decision to enrol in Ukrainian online learning platforms, jeopardise the children´s right to education and the quality of educational provision. Due to this, we argue that online education needs specific premises to be effective, and that is difficult to achieve in the conditions of Ukrainian refugee children and families, therefore, it should be combined with onsite education because the children’s inclusion in educational systems offers more benefits, protection and gives them the knowledge and skills to live a productive, fulfilling and independent life in the future. We propose a holistic approach that combines both online and onsite schooling, along with targeted support and interventions, that can be most effective in meeting the diverse needs of refugee children and ensuring their access to quality education.

    THE IMPACT OF COVID-19 ON THE RELATIONSHIP BETWEEN GOVERNANCE AND SOCIETY: EVIDENCE FROM AN ONLINE SURVEY

    In order to understand the impact of the COVID-19 pandemic on the relationship between governance and society, we surveyed approximately 500 Moldovans using an online instrument designed to recover the causal impact of the pandemic on the relationship between Moldovan citizens, the current governance and expected outcomes. Results show large negative effects across many dimensions. The article highlights how the relationship between government and citizens developed during the pandemic and underlines some vulnerabilities of Moldovan society which were also present before COVID-19, but intensified during the crisis. Due to COVID-19, 41,5% of Moldovans have changed their lifestyle and 88,4% argue that their situation is worst due to the fact that the pandemic crisis deepened the previous social, political and economic crises of the country. Finally, 35.4% of respondents point out to quite high levels of inefficient communication as well as contradictory information of governmental institutions and 75,5% consider there is a persisting lack of transparency in governmental communication during the pandemic crisis. Thus, we show that the economic and health-related shocks induced by COVID-19 expanded systematically on the society as a whole, with large negative effects on the relationship between governance and society.

    THE NORMATIVE AND VALUES DILEMMAS RELATED TO THE GOVERNMENT-CITIZEN RELATIONSHIP DURING THE PANDEMIC

    The article outlines a part of the research findings carried out using a complex methodological framework, designed to assess the current social context of the Republic of Moldova, and aims to identify the governance modernization challenges. It reflects the assessment of the relationship between authorities and citizens during the pandemic crisis and demonstrates the relevance of value-normative foundations for the social construction. The preference for interdisciplinary methodology facilitated the structuring of the research in several basic compartments: the first one reflects in a synthetic formula the theoretical-methodological framework of analysis and the formulation of the working hypothesis, followed by the substantiation and support of the authors' positions on the basis of pragmatic and normative-value arguments, and concluded with generalizations that provide a platform for scientific debate with a view to pursuing further approaches on the subject of the impact of crises on the social framework and the need for spiritual foundations in human perpetuation. © 2021 PROUniversitaria Publishing House.     PREMISE METODOLOGICE DE EVALUARE A MECANISMELOR DE GUVERNARE AXATE PE PROTECȚIA DREPTURILOR OMULUI

    This article aims to prepare the methodological framework to evaluate the governance mechanisms, in order to substantiate the necessary support for setting up a standardized model of good governance based on human rights protection and on the particularities and realities of the Republic of Moldova. Thus, the main objective is to analyze and develop scientific knowledge, based on the opinion of the citizens of the Republic of Moldova on current governance mechanisms and on four dimensions of good governance: the rule of law, the degree of responsibility of state institutions, their transparency and citizens’ participation.
