    Education is a special public service, which the State is obliged to support, first of all through adequate funding to ensure, among other objectives, an appropriate quality of education. However, realizing the importance of ensuring an appropriate level of quality of education, depending on financial possibilities, many States undertake the financing of compulsory general education both in public pre-university institutions and, at least partially, in private ones. However, this is not the case of the Republic of Moldova, where parents who opt for the education of their children in private pre-university institutions, assume the entire cost of studies in these schools. Thus, the Moldovan State through its public policies suggests, contrary to what is stated in the legal texts, that the cost of studies in private schools of general education represents an exclusive burden of the parents.

    COMPENSAREA PREJUDICIILOR VICTIMELOR INFRACȚIUNILOR

    The issue of the victim of crimes and the compensation of damages caused to them by criminal acts is constantly evolving in various jurisdictions. Although in recent years in the Republic of Moldova there is a much more proactive approach in favor of victims of crimes, however, the experience of comparative law attests the persistence of conservative policies in this area, which requires further reflection on the subject. Criminal law has traditionally focused on the relationship between the offender and the state. In this scenario, the victim of the crime has a much lower relevance for criminal prosecution and trial. The legal concepts - diffuse rights, social (collective) damages represent a progress in the field of protection and reparation of victims of crime, especially in the case of their widespread or large scale commission, and which should be imported by the legislation and judicial practice of the Republic of Moldova.

    UNELE CONCEPŢII PRIVIND MĂSURILE DE SIGURANŢĂ ÎN DIFERITE SISTEME DE DREPT

    În acest articol sunt prezentate rezultatele cercetării în materie de drept comparat a unor aspecte privind măsurile de siguranţă: conceptul şi sistemul măsurilor de siguranţă. Se arată că în majoritatea sistemelor de drept măsurile de siguranţă sunt definite ca fiind simple precauţii de protecţie socială destinate să prevină recidiva unui delincvent sau să neutralizeze starea periculoasă. Ele se disting de pedepse prin fundamentul, scopul şi conţinutul lor. Temeiul măsurilor de siguranţă nu este vinovăţia delincventului, ci starea de pericol pe care el o prezintă.
