Today it is unanimously recognized that the free development of the human personality represents a supreme value and is the synthetic indicator of the rule of law. This natural state lies in ensuring the fundamental rights and freedoms of man and citizen, constitutionally guaranteed. A special role in these rights and freedoms plays the rights to the “individual freedom and security of the person" condition of his existence protected by the state. In this article we analyze the doctrinal concepts and the normative constitutional regulations on ensuring the right to liberty and security.
