The practical implementation of preventive diplomacy plays an important role of for
ecasting theory. The forecast means knowing in advance, foreseeing a certain event or phenomenon which may result in the optimization of management, development planning, design solutions.Being applied in the most diverse spheres of human activity as the economy, scientific and technological progress, demographic process, education, the value of international forecast as international relations and international law is becoming more and more obvious. Orientation for the future of international law is consistent with the policy of pre-emptive nature of the state
and at the same time preventive diplomacy.
