The article reflects the author’s opinions towards the algorithm of elaboration of assessment tools. The concrete steps are proposed to undertake in order to elaborate, to adjust and to validate the assessment tools: determination of functions, defining of concepts, elaboration of scales, evaluation of scales and validation of tools.
