Studiul de caz realizat la Biblioteca Municipală „B. P. Hasdeu” arată modul în care percepțiile bibliotecarilor și ale utilizatorilor converg spre necesitatea modernizării serviciilor și digitalizării resurselor. În timp ce bibliotecarii se concentrează pe îmbunătățirea structurilor interne și consolidarea echipelor, utilizatorii cer diversificarea serviciilor și acces mai larg la resurse digitale. Articolul propune o abordare integrată care combină nevoile interne ale bibliotecii cu cerințele comunității, promovând inovarea, digitalizarea și colaborarea pentru a asigura relevanța și eficiența pe termen lung.Item PARTENERIATE PENTRU UN MANAGEMENT EFICIENT AL DATELOR DE CERCETARE(CEP USM, 2024) Țurcan, Nelly; Lupu, VioricaResearch Data Management (RDM) is integrated into the research process and involves the management of data collected throughout the life of a scientific project. Academic libraries play an important role in this process, providing resources and infrastructure for all stages of the data lifecycle. The success of RDM depends on collaboration between a range of stakeholders, including academics, policy makers, funders and industry. Stakeholder mapping is important to identify and analyse the actors involved, facilitating effective management and harmonious collaboration. Effective partnerships contribute to the success of the RDM. Good communication and relationship management are necessary to maximise the benefits of collaboration and ensure the long-term sustainability and impact of scientific research.Item Adoptarea noilor tendințe și competențe în formarea bibliotecarilor universitari(CEP USM, 2024) Țurcan, NellyThe main objective of the article is to understand and document emerging trends in academic libraries for the period 2010-2024. These analyses are necessary to guide librarians, managers, and policymakers in making informed decisions aimed at enhancing the role and impact of libraries in higher education. The research methods include the analysis of relevant documents and evaluations by the Association of College and Research Libraries (ACRL). The results indicate a significant transformation of libraries influenced by technological advancements and social changes. The main trends identified include digital transformation, the integration of artificial intelligence, and a focus on diversity, equity, and inclusion. Additionally, the COVID-19 pandemic has accelerated the adoption of remote services and digital resources. To effectively implement these trends, librarians need to develop skills in technology, data management, teaching, collaboration, leadership, adaptability, and innovation.Item PRACTICA BAZATĂ PE DOVEZI ÎN CERCETAREA INFODOCUMENTARĂ(CEP USM, 2020) Țurcan, NellySpecialiștii în biblioteconomie și știința informării trebuie să se asigure că cercetarea și publicarea sunt considerate o parte integrantă a activității lor profesionale. Prin încurajarea să profite de oportunitățile de cercetare, bibliotecarii au posibilități extinse de acces și utilizare a bazei documentare, precum și o modalitate să efectueze acele studii care se potrivesc cel mai bine contextului și timpului. Analizarea domeniului infodocumentar prin prisma cercetării favorizează dezvoltarea, curiozitatea, conștientizarea, învățarea permanentă, precum și menține interesul bibliotecarilor față de profesie și îi încurajează să cerceteze pentru a găsi un răspuns, dacă el încă nu există. Aceasta poate chiar să-i provoace pe specialiștii din domeniul infodocumentar să facă o cercetare mai bună și să găsească alte soluții, dacă ei nu sunt mulțumiți de ceea ce găsesc în literatura de specialitate. Practica informațională și biblioteconomia bazată pe dovezi încearcă să reintegreze cercetarea din nou în activitatea bibliotecii. În realitate, acest tip de practică ar trebui să combine expertiza și abilitățile profesionale cu cele mai bune dovezi disponibile din cercetarea sistematică. Pașii necesari pentru a obține acest rezultat includ o mai bună asigurare a calității în cercetarea infodocumentară, schimbări semnificative în instruire și formare, precum și îmbunătățirea interacțiunii între cercetarea și practica infodocumentară.Item READINESS TOWARD THE IMPLEMENTATION OF OPEN SCIENCE INITIATIVES IN THE REPUBLIC OF MOLDOVA(De Gruyter Poland, 2023) Țurcan, Nelly; Cuciureanu, Gheorghe; Cujba, Rodica; Cojocaru, Irina; Cojocaru, IgorOpen Science paradigm involves transformations throughout the entire cycle of scientific research. Consequently, the promotion of Open Science requires a political commitment.Even though Open Science movement emerged at the international level back in 2002, its principles are being implemented quite slowly inthe Republic of Moldova.Thus, the current study aims to analyze the importance and benefits of Open Science policy implementation, the strategic priorities of theRepublic of Moldova on Open Science, barriers in transition to Open Science in the Republic of Moldova, and identification of the key actorsin development, adoption, and implementation of Open Science policies in the Republic of Moldova.The study employed a mixed method: survey among members of the scientific community (quantitative data collection) and semi-structuredinterviews of the key informants in Open Science policies and practices (qualitative data collection).Item EXCELLENCE OR MISCONDUCT: HOW THE VISIBILITY OF TEAM LEADERS IMPACTS THE RESEARCH PROJECT COMPETITION IN THE REPUBLIC OF MOLDOVA?(PH Akademperiodyka, 2023) Cuciureanu, Gheorghe; Țurcan, Nelly; Cojocaru, Irina; Cojocaru, IgorIntroduction. Distributing public funds to the “best” researchers is a key element of the science policy. Evaluation is a fundamental activity for the allocation of competitive funding. The flaws of peer review have led to increased interest in the use of bibliometric indicators for the evaluation of the research project proposals. Problem Statement. The advantajes and advance of bibliometrc is stimulated interest toward the correlation of peer review and applicants’ bibliometric indicators. The results of such studies are different and heterogeneous. Such studies are insufficient in Eastern Europe. Purpose. To establish the correlation between peer review and bibliometric indicators of project team leaders within the call for research projects in Moldova, which are financed from public funds for 2020—2023. Material and Methods. Statistical correlation of the results of national competition of R&D proposals (evaluation and funding) and the bibliometrics indicators of project team leaders (publications ant patents); analytical analysis of the contextual factors influencing this correlation. Results. The results of the analysis have shown a positive, albeit weak correlation between the scores assigned by experts and the previous performances of leaders. The most significant relation is between the call results and the Hirsh index in Web of Science and Scopus databases. However, the projects proposed by the most cited researchers in WoS and Scopus or the founders of scientific schools did not receive funding. Conclusions. The analysis of the national R&D competition has proved that previous scientific performance of team leaders influenced the evaluation results and the funding of project proposals. However, these dependencies are not linear and seem to be affected by the conflicts of interest and “old boys” schemes. This fact calls for significant changes of the process: ensuring the transparency, the involvement of foreign experts and the use of bibliometric indicators in evaluation.Item PERCEPTION OF OPEN SCIENCE IN THE SCIENTIFIC COMMUNITY OF THE REPUBLIC OF MOLDOVA(Lumen Publishing, 2022) Țurcan, Nelly; Cuciureanu, Gheorghe; Cujba, Rodica; Lupu, Viorica; Cheradi, Natalia; Cojocaru, IgorOpen Science becomes the basic concept in organizing and conducting the research and development process. The opening of the process of research and communication of science is supported and promoted both at the international level and at the national level in many countries through science policies and actions. At present, no Open Science policy is approved at the national level in the Republic of Moldova, but there are actions, undertaken by various organizations or within some projects, that promote this concept. And recently, the national authority in the field of science policy has been concerned about the promotion of Open Science principles in the country. Policy development and implementation of Open Science principles is difficult without involving all stakeholders and without knowledge of the current situation, both in terms of technical and legislative issues, and especially in terms of awareness of the need and willingness of people to contribute to this process. In this context, we set out to carry out this study, taking into account the insufficient level of debates and analyzes on Open Science subject carried out in the Republic of Moldova. Its purpose is to determine the attitude, the level of awareness and involvement in issues related to Open Science and its elements in the Republic of Moldova, which will serve to develop Open Science policies and instruments at national and institutional levels.Item CONFERINȚA ANUALĂ A BIBLIOTECII MUNICIPALE „B.P. Implementarea Științei Deschise trebuie să fie susținută de politici naționale. Multe țări europene au aprobat politici privind Știința Deschisă pentru a îmbunătăți calitatea și eficiența științei, precum și pentru a spori creșterea economică și societală. Acest articol prezintă contextul din Republica Moldova în implementarea politicilor privind Știința Deschisă în Republica Moldova și implicările instituționale în practicile Științei Deschise. Sunt discutate condițiile prealabile pentru implementarea durabilă și consecventă a Științei Deschise, cum ar fi infrastructura Științei Deschise, stimulente pentru cercetători, evaluarea cercetării și conformitatea politicilor Științei Deschise cu experiențele țărilor UE și cerințele CE la nivel național.
