    Evoluția sistemului de accize în Basarabia (1863-1893)

    În studiul de față ne propunem să analizăm ce impact a avut sistemul de accize introdus în Imperiul Rus de la 1 ianuarie 1863 asupra evoluției în Basarabia a ramurilor industriale de fabricare a băuturilor alcoolice, a produselor din tutun, a zahărului și de extragere a sării. Importanța problemei formulate constă în faptul că la mijlocul secolului al XIX-lea industria de producere a băuturilor alcoolice se plasa în regiune pe primul loc după volumul valoric al producției, urmată de cea de producție a sării. Industria tutunului și a zahărului, pe de altă parte, erau ramuri care abia se formau. Odată cu impunerea noului sistem de accize, aceste ramuri industriale au avut o evoluție diferită, dar în general cu puține progrese, unele intrând chiar în declin. Acest lucru era acutizat și de faptul că unele regiuni ale imperiului beneficiau de privilegii în privința plății accizelor.

    Based on original and published archival documents, the authors put in discussion the problem of the employed in the regional and district state institutions Russian officials’ boycott of application of the Romanian (Moldovan) language in court proceedings in Bessarabia. Holding various positions in the district administrations, Russian officials were violating the Regulation of April 29, 1818, which stipulated the application of Romanian and Russian language in court proceedings in Bessarabia, refusing to accept cases in Romanian in these institutions. Original document of November 5,1827, published in the Appendix, reveals in detail the thesis argued by the authors.

    INSTITUŢIONALIZAREA AFACERILOR COMERCIALE ÎN ORAŞUL-PORT ODESA (1794-1854)

    In this article we examine the process of institutionalization of commercial affairs in Odessa, a Russian port on the shores of the Black Sea. The main attention is given to the juridical and legislative aspects of the problem. We endeavor to show a comparative perspective on the evolution of commercial institutions in Odessa, with respect to other cities of Russian Empire. Our conclusion is that Odessa beneficiated notonly from legal possibilities, but also by special dispositions,which granted it the right of establishing commercial institutions within the city. This was undoubtedly the result of the expectations the imperial government invested in this seaport. On the other hand, this fact contributed to the commercial prosperity of Odessa, and its affirmation as a seaport of European importance.

    EXPORTUL DE CEREALE ÎN POLITICA COMERCIAL-VAMALĂ A IMPERIULUI RUS (1797-1850)

    The paper examines the variation of the Russian commercial and custom policy during the period between the Tariffs of 1797 and 1850. In our opinion an important element in the shift between liberal and protectionist approach to external commerce represented the Western Europe countries’ policy towards the importation of grain. During this period the cultivation of cereals in the Russian Empire, especially in the South-western regions, became a major source of profit for landlords and state. Thus, the central government had a tendency to adapt its importation tariffs according to the existent ones for the import of grains in major destination countries. We have come to the conclusion that nine tariffs that Russia changed between 1797 and 1850 corresponded, more or less, to the major events on the European grain market: English Corn Laws of 1815, 1828 and 1846, which caused a chain reaction in most countries of the continent.

    IMPERIUL RUS ŞI FORMAREA PIEŢEI INTERNAŢIONALE DE CEREALE (1794-1853)

    The paper examines the importance of the Russian Empire inthe formation of international grain market. Analyzing the main factors in the emergence of international grain market we argue that the Russian Empire was one of its founders. We pointed out the role of Russia regarding each factor: geographical specialization of crops, formation of regional grain markets, and the decrease in the costs of transportation, the development of large seaports and constitution of merchant networks that controlled the transportation of cereals from within the boundaries of a country towards the external markets.
