The local budget is an essential tool in the efficient administration of public affairs at the level of a certain locality or region. The developments of the European construction had a major impact on the national and territorial collectivities. The Maastricht Treaty was appreciated as a step towards the official recognition of local and regional territorial collectivities by the European Community. Placing in the foreground the principle of subsidiarity, which was initially applied to the relations between the European Union and its member states, contributed to the promotion of policies favorable to the decentralization of power. However, local and regional autonomy were seen as institutional challenges for the states of Central and Eastern Europe, which had to restore their political system following the collapse of the totalitarian one, but also as a challenge to the traditional forms of the state, which are increasingly facing with systemic crises that inhibit its sustainable development. Moldova’s Wine Route of Moldova, the country’s premier tourism route, is integrated into the Iter Vitis Les Chemins de la Vigne network, accredited by the Council of Europe, underscoring the role of heritage preservation and protection. Over the past decade, the number of wineries offering wine tourism services has increased sevenfold, reaching around 50 by 2024. Având în vedere impactul pozitiv major al investițiilor străine directe asupra țărilor primitoare, între țările doritoare de investiții apare o adevărată concurență. Astfel, aceste țări elaborează şi promovează politici de atragere a investițiilor străine în dezvoltarea economiilor pentru creșterea nivelului de trai al populației. Pentru Republica Moldova și țările din Centrul și Estul Europei, investițiile străine directe reprezintă un instrument principal pentru dezvoltarea şi creșterea economică. În această ordine de idei, scopul cercetării este analiza evoluției dinamice a fluxului de investiții străine directe în Republica Moldova și țările central și est europene și determinarea impactului acestora asupra dezvoltării economiilor naționale.Item DETERMINATION OF THE LOCAL DEVELOPMENT INDEX OF THE REPUBLIC OF MOLDOVA IN THE CONTEXT OF THE CREATION OF INNOVATIVE HUBS(EURASIAN PUBLICATIONS, 2020) Călugăreanu, IrinaEnterprises in their classical form are complex and inflexible structures, unable to respond quickly to the environmental changes. At the same time, the existing national and international regulations and procedures limit their agility and velocity of work but are necessary for the existence of business settlements. We all know that such structures do not stimulate the creation and promotion of innovations that we all need,and that can lead not only to competitive advantage but also to the development of country indices. In this respect, the article aims to determine the influence of the Republic of Moldova economic development index by the joint ventures and state-owned enterprises’investments. In the research,we use the documentation methods of statistical data and two linear regression unifactorial econometric models and the statistical procedure Least Squares Method.Investigation and description of this topic allow the author to generalize the main findings of the major influence of the enterprise’s investments on the economic and social development of the Republic of Moldova.Item SOCIO-ECONOMIC DYNAMICS OF CEE COUNTRIES WITHIN THE EUROPEAN UNION(Publishing House of Rzeszow University of Technology, Poland, 2020) Sorocean, Olga; Dilan, NeliIntegration processes are a growing trend in the global economy: the circle of participating countries is expanding; new forms and directions of international cooperation are appearing. The experience gained by the developing countries of Central and Eastern Europe proves the diversity of national models of participation in economic integration processes, as well as to the ambiguous results of their implementation. In order to ensure national competitiveness and security, it is necessary to ensure the diversification of the forms and directions of integration processes. The specifics and ambiguous consequences of the CEE countries development within the EU are of particular interest to developing countries located in close proximity to the borders of this integration association. The most important function of social values is to play the role of selection criteria from alternative modes of action. The multifactorial nature of innovative development of education is thus revealed. Special attention is paid to knowledge management and to strategic model for the formation of professionals. At present, a new economy is clearly emerging, a knowledge and economy-based economy, a knowledge economy where the key to prosperity and job creation is the degree of implementation of new concepts, the ideas of innovation and technology in all sectors of the economy, as well as the protection of the environment. We discuss the integrated nature of competence, the correlation between competence and motivation.
