Item Financial instruments for the post-war reconstruction of critical infrastructure: international experience and prospects for implementation in Ukraine(CEP USM, 2023-07-24) Khaustova, Victoria; Trushkina, NataliiaThe article examines successful practices and cases of financial support for post-war reconstruction of critical infrastructure in countries of the world that at one time suffered from armed conflicts and active hostilities. The study of world experience shows the need to attract international funding mainly in the form of grants, focusing on the tasks of effective development of critical infrastructure using the mechanism of public- private partnership. At the same time, each country has its own specific features. It has been established that the main financial instruments used in the countries of the world for the post-war reconstruction and modernization of critical infrastructure facilities include the following: non-refundable financial assistance from the USA, loans, direct foreign investments, state budget funds, funds of individuals and legal entities, grants funds, donor assistance from international financial organizations, financial assistance from non-governmental organizations, preferential loans, reparation. On the basis of the generalization of the best international experience, the prospects of its introduction in the modern conditions of the development of the economy of Ukraine are determined. It is proposed to develop a National Strategy for the post-war reconstruction of critical infrastructure in Ukraine and a Plan for its implementation, in which appropriate financial instruments and institutions will be defined.Item Inclusive vector of labor market development as a component of economic sustainability(CEP USM, 2024) Lanska, SvitlanaThe article is devoted to the substantiation of the importance of inclusiveness in the labor market in the current conditions of economic development. It substantiates that inclusiveness has become one of the main aspirations of the 2030 Agenda for Sustainable Development. However, social inclusion encompasses a broader set of concerns than those reflected in the Sustainable Development Goals. It is noted that promoting inclusion is not easy and requires concerted political efforts over time. The article is contained several definitions of «social inclusion», as well as features (elements) of inclusive labor market. There is contained an analysis of the main aspects of the EU policy on supporting the development of the labor market, in particular from the point of view of inclusiveness. Attention is drawn to the study of the priorities that should guide the preparatory work for sustainable growth (based on the Social Protection Committee Annual Report 2023). The study is provided a list of aspects securing labor market transitions and inclusive labor markets.Item Fundamental premises for sectoral support of table grape production(CEP USM, 2024) Mocanu, Natalia; Botezatu, Andrei; Mateoc-Sîrb, NicoletaThe wine sector is the business card of the Republic of Moldova, which emphasizes and highlights its social and cultural values and economic potential, especially wine tourism and international commercial relations formed by promoting wine production and export. The wine sector contributes to the socioeconomic character of the country and is attractive from several points of view, including business development and investment. Over the years, the wine industry has gone through various major crises, which have had negative effects on exports, reduced the size of businesses and generated significant losses for producers, affecting financial performance and leading to recessions in the sector. Among the strategic challenges of the wine sector is the need to improve the quality of the products and comply with quality standards and competitiveness on international markets. In order to achieve these objectives, an extensive process of reform and modernization of viticulture was launched. The purpose of the given article consists in the complex and deep study of the strategies, oriented towards the modernization of the wine sector, fundamental premises of sectoral support of the production of table grapes, the adaptation of research methods to the factors, processes and current phenomena, particular to the sector and the development of recommendations, which would contribute to sustainable development at the sector level.Item Evaluarea impactului antreprenoriatului social(CEP USM, 2024) Prodan-Șestacova, LiuboviScopul articolului este de a elucida principalele aspecte metodologice și normative în evaluarea impactului activității întreprinderilor sociale în Republica Moldova. Abordarea metodologică se bazează pe ciclul managementului calității PDCA și pe rolul funcției de monitorizare și evaluare în ciclul managerial al oricărei activități. În prezent, în Republica Moldova, activitatea de antreprenoriat social se află în stadiul embrionar de dezvoltare. Astfel, pentru a impulsiona dezvoltarea acestui sector și a obține impactul economic și social dorit, este nevoie de creșterea calității procedurilor manageriale atât la nivel macro - al politicilor publice sectoriale, cât și la nivel micro - al managementul întreprinderilor sociale. Although, we have a very high potential, unfortunately it is not used to its full capacity due to a large number of deficiencies. The biggest problems rural tourism faces are underdeveloped infrastructure, lack of information and tourism facilitie and paucity of investment in tourism. So its development is impossible without a favorable legislative framework without the direct state support and involvement. In the 13th century, universities (Bologna, Paris, Oxford, etc.) represented legally recognized communities or corporations that became "agents of change." This mission of universities materialized despite the fact that at that time they were striving, in every way, to reproduce corporate, religious or academic university conservatism. The importance of universities in social life from the beginning to the present, consists in the production of new styles of thinking, technical achievements and innovative political practices, but this role was achieved with quite slow times, times that were and are influenced by a multitude of factors that prevent the successful implementation of organizational changes in universities.Item MODELE DE SCHIMBARE ORGANIZAȚIONALĂ(CEP USM, 2019) Stefanco, NataliaÎn lumea contemporană, schimbările sunt din ce în ce mai frecvente. Orice schimbare poate fi un act de creație. Reducerea timpului dintre două schimbări este egalată de permanentizarea unei capacități proprii de creație în propriile structuri organizatorice, de flexibilitatea structurilor de conducere, de formarea permanentă a personalului în măsură să asigure creșterea vitezei de asimilare a noului, de gradul de receptivitate a managerului față de schimbări, de motivarea conducerii. Schimbarea reprezintă o permanență și o realitate a vieții noastre cotidiene. Fie că o dorim sau nu, schimbarea se produce la nivel de individ sau la nivel de organizație. Unele firme percep schimbarea ca o evoluție firească, sunt obișnuite cu ea. Altele însă o percep ca pe o amenințare și nu reacționează în timp util pentru a supravețui unui mediu din ce în ce mai turbulent. Oamenii și organizațiile au nevoie de timp pentru a se obișnui cu schimbarea, dar în prezent ritmul schimbărilor este atât de rapid, încât firmele se confruntă cu transformări permanente și nu mai au timp să rămână inactive, inflexibile
