    This paper presents arguments regarding the security of implementation of the Sustainable Public Objectives at the international level. To carry out the study, it authorizes an applicable traditional research method: monographic method, document analysis, comparison, trend analysis, etc. The conclusions appear as a result of the analysis of international documents, guides and case studies and reflection in order to be able to give to public expenditures for public expenditures for the purchase of products, services, project care favoring sustainable use.

    CONTRIBUŢIA ESENŢIALĂ A ECONOMIEI CIRCULARE LA PROMOVAREA UNEI ECONOMII VERZI

    Cet article présente des arguments sur les achats circulaires et leur contribution potentielle à la promotion d'une économie verte. Pour mener à bien l'étude, l'auteur a appliqué des méthodes de recherche traditionnelles: méthode monographique, analyse documentaire, comparaison, analyse de tendance, etc. Les conclusions issues de l'analyse des documents, rapports et recherches confirment l'hypothèse selon laquelle l'économie circulaire contribue au processus de dévelop- pement durable, mettant en évidence la nécessité d'optimiser la consommation des ressources pour prévenir, réduire les déchets et favoriser la réutilisation.

    The author presents the system of innovative public procurement, the fundamental aspects of public procurement in the field of innovation. In the given context, he approaches the concept of innovative public procurement (IPP Innovative Public Procurement) as a process through which public entities procure goods, services, works and utilities in relational conditions optimal: price - quality, so that they generate innovative benefits for entities and society, but with minimal negative impact on the environment. To carry out the study, the authors applied traditional research methods: the monographic method, document analysis, comparison, etc. The article illustrates how public procurement can be opened for innovators, including newly established enterprises and innovative SMEs.

    This study is a current research topic and sets out the arguments for implementing the objectives needed to stimulate sustainable public procurement. The aim of the research is to address the dimensions of the development of sustainable procurement. To carry out the study, the author applied traditional research methods: monographic method, document analysis, comparison, trend analysis, etc. The conclusions and results of the research deduced from the analysis of documents, reports and case studies confirm the hypothesis that public procurement is an important priority in achieving the strategies and policies of sustainable development of a state.

    RATA DE ACTUALIZARE SOCIALĂ: ASPECTE ALE ESTIMĂRII ÎN SCOPUL EVALUĂRII OFERTELOR DE ACHIZIȚII PUBLICE DURABILE

    The social discount rate is an important tool used to evaluate investment projects and government policies at the regional level. The process of evaluating the contracts for the award of contracts for construction works of some buildings, roads, bridges, installations, etc., the estimated value is calculated based on the lifetime costs, respectively the life cycle costs. The estimated value involves updating income and cost over the life cycle. The authors conclude that the evaluation of the tender using the principle of "lifetime cost" by the contracting authorities. The methodological aspects of estimating the social discount rate are the subject of many scientific studies. In this paper, the authors have systematized different opinions on the methodology for estimating the social discount rate and present arguments on the particularities of its estimation for the evaluation of bids by contracting authorities. The study offers decision-makers suggestions for adjusting the predetermined social discount rate, in order to give a more accurate assessment of the economic and social benefits. The results of the study are relevant for regional and local authorities in developing countries, such as the Republic of Moldova, Ukraine, Georgia, which implement the principles of sustainable development in the public procurement system.
