Item Identificări conceptual-teoretice ale fenomenului ,,securitatea frontierei”(2025) Lungu, Valeriu; Cebotari, Svetlana,,Securitatea frontierei” rămâne a fi un subiect mai puțin studiat și din cauza că i s-a acordat o atenție modestă. Indiferent cât de des este folosit termenul de „securitatea frontierei” în discursurile academice și în limbajul cotidian, în literatura de specialitate din străinătate, dar și în cea din Republica Moldova, nu există cercetări substanțiale cu referire la definirea acestui concept. Cu toate acestea, ,,securitatea frontierei” continuă să fie un subiect de dezbatere publică, dar și academică. Prezentul articol are drept scop reliefarea principalelor replieri conceptual -teoretice cu referire la ,,securitatea frontierei”. De asemenea, prezentul articol scoate în relievanță abordările conceptual-teoretice ale terminilor de ,, frontieră” și, respectiv ,,graniță”.Item CUM VA FI ORGANIZAT STATUL ÎN EUROPA SECOLULUI XXI?(CEP USM, 2024) Văcărelu, MariusThe issue of state organisation in 21st century Europe is a difficult one to tackle, on the one hand because there is a lot of unease in approaching it, and on the other because the current data does not provide optimistic estimates in many cases. Europe will face several challenges in the next decades, not all of them easy to overcome, some of which will be particularly relevant: demography, global climate change, the implementation of Artificial Intelligence technologies, etc. The two parts of the continent will have a different trajectory, and this will complicate the ability of governments – not always very competent – to act. In this context, I have tried to make a brief presentation of what I consider to be a perspective of the European continent in the coming decades, waiting in the years to come a possible validation of it.Item NEUTRALITATEA REPUBLICII MOLDOVA – PILON AL STATALITĂȚII, INDEPENDENȚEI ȘI INTEGRITĂȚII TERITORIALE(CEP USM, 2023) Popilevschi, DumitruNeutrality describes the formal position taken by a State which is not participating in an armed conflict or which does not want to become involved. This status entails specific rights and duties. On the one hand, the neutral State has the right to stand apart from and not be adversely affected by the conflict. On the other hand, it has a duty of non-participation and impartiality. The behavior of a state is permanently related to the security of the state, and neutrality is a mechanism to ensure the security of a state. For some states, neutrality is the greatest guarantee for their own security, because through neutrality, security guarantees can be obtained.Item ГРАЖДАНСКОЕ ОБЩЕСТВО МОЛДОВЫ И ГРУЗИИ: СРАВНИТЕЛЬНЫЙ АНАЛИЗ(CEP USM, 2016) Светличный, Родика; Турко, ТатьянаThe article is devoted to the comparative analysis of civil society of the two post-Soviet countries - Moldova and Georgia, identifying similarities and differences in the process of its functioning and development. The article gives a brief description of the civil society of the two states and the legal framework regulating the activities of civil society and its relationship with the state. The authors identified three comparison parameters: situation in the field of human rights; solution of "frozen" conflicts; interaction of civil society and the state. Comparative analysis allowed to identify common and distinctive features that characterize the civil society of Moldova and Georgia. Both countries are characterized by common problems: situation remains difficult in the field of human rights; in both countries frozen conflicts remain unsettled; the state does not always listen to the views of civil society. At the same time, each country has its own particularity. The authors conclude that in the present both Moldova and Georgia are in need of a strong and competent civil society, which should contribute to the implementation of reforms that will promote both countries towards European integration.
